The rapid digitization of global infrastructure has elevated cybersecurity threats to a critical concern for international stability. State-sponsored cyberattacks—offensive actions in cyberspace conducted by or on behalf of governments—pose unique and serious risks, affecting not only the targeted nations but also global security, economy, and political stability. These cyberattacks may include espionage, intellectual property theft, sabotage of infrastructure, and manipulation of public opinion, which can lead to destabilization within and across borders.
